E-Rate Examples (Dates, Eligibility & Permissible Products)

The E-Rate program, created by the Federal Communications Commission (FCC) in 1997, provides funding to help schools and libraries in the United States obtain affordable telecommunications and internet access. The program is designed to ensure that these institutions have access to the same resources and opportunities as those in more affluent communities.

E-Rate funding for the year 2023 will be available through the Universal Service Administrative Company (USAC), the organization responsible for administering the program. The application process for funding begins with the filing of Form 470, which serves as a notice of the institution’s intent to seek bids for services. This form must be filed at least 28 days before the Form 471, which is the actual funding request, is submitted.

It’s important to note that the deadline for filing the Form 470 for funding year 2023 is January 28th, 2023. The deadline for submitting the Form 471 is March 22nd, 2023. These dates are crucial to keep in mind, as missing either deadline will result in the institution being unable to receive funding for that year.

E-Rate funding is divided into two categories: Category 1 and Category 2. Category 1 funding is for basic telecommunications services and internet access, while Category 2 funding is for internal connections and basic maintenance of those connections (ie firewalls and switching).

To be eligible for E-Rate funding, a school or library must meet certain criteria. For example, the institution must be located in the United States and its territories, and it must provide services to students and/or the public. Additionally, the institution must have a Federal Employer Identification Number (FEIN) and be in compliance with state and local procurement laws.

There are also certain restrictions on the use of E-Rate funding. For example, funding cannot be used to purchase equipment or services that are already in place, or to pay for recurring costs that were incurred prior to the start of the funding year. Additionally, funding cannot be used to purchase equipment or services that are not directly related to telecommunications and internet access.

It’s also important to note that E-Rate funding is limited and competitive. This means that the amount of funding an institution receives will depend on the demand for funding and the availability of funds. Additionally, institutions will be ranked based on factors such as the level of poverty among the students they serve, and the distance between the institution and the nearest urban area.

In order to apply for E-Rate funding, institutions must submit a Form 471 to USAC. This form must include detailed information about the services the institution is requesting funding for, as well as information about the institution’s budget and student population.
